CORA governance operates on snapshotted state rather than mutable balances. Voting weight is fixed at proposal creation and remains constant for the duration of the vote.

Governance properties

• Voting weight corresponds to CORA state.
• Delegation is intentionally disabled.
• State snapshots prevent last-minute influence.
• Total participating state is snapshotted for quorum.

Decision lifecycle

1. A proposal is created.
2. A defined delay elapses.
3. Voting opens for a fixed period.
4. The outcome is determined by votes and quorum.

Governance determines collective decisions. Execution authority remains with the treasury unless explicitly migrated to an automated executor.
